Ministry of Digital Affairs Launched First NGO/NPO Data Transformation and Innovation Strategy Course to Empower High-Level Decision Makers with Data Innovation Mindset

The Ministry of Digital Affairs ( MODA ) launched the first NGO/NPO Data Transformation and Innovation Strategy Course on July 26th. This course aimed to empower senior decision-makers within NGO/NPOs with innovative data thinking. Through case discussions and roundtable dialogues, the program seeks to cultivate a mindset of data-driven innovation among organizational leaders, enabling NGOs/NPOs to progress toward data transformation and service innovation and empower public welfare innovation.

More than  30 organizations are participating in this course, spanning various sectors, including culture, social welfare, rural education, children and youth, health, healthcare, local development, and social enterprises. MODA emphasizes that NGOs/NPOs, including non-profit organizations, social enterprises, and cooperatives, are all extensions of government public services. Building upon a rich foundation, this NGO/NPO data empowerment initiative introduces a diverse approach tailored to decision-makers, managers, and staff, ensuring that training content meets user needs through user-centered design. Through diversified data empowerment resources, complemented by policy guidance from the Data Public Welfare Operation Guidelines and Privacy-Enhancing Technology Application Guidelines, the MODA will continue to promote the NGO/NPO data innovation learning circle, encouraging public service innovation and creating social welfare together.

Ming-fen Chuang, Director General of the Department of Plural Innovation, shared the policy vision for data innovation during the meeting. She invited NGO/NPO partners in local public services to join in the active use of data for innovative development. The course also invited Scott Liu, Deputy CEO of the Tzu Chi Foundation, Chiang Yuan-kai, Secretary-General of the Bornanew Youth Caring Association, and Chen Wen-liang, Digital Transformation Officer of the Association of Digital Culture Taiwan, to share their experiences in data transformation. Chiang Yuan-kai, Secretary-General of the Bornanew Youth Caring Association, shared his experiences from participating in the MODA’s data application guidance last year, encouraging NGO/NPO partners to face the opportunities and challenges of the data era.

MODA’s data empowerment course series includes the NGO/NPO Data Transformation and Innovation Strategy Course, the NGO/NPO Data-Driven Management Course, and the NGO/NPO Data Application Practical Course, inviting domestic NGOs/NPOs, social enterprises, and cooperatives to participate in.
