Today, the Ministry of Digital Affairs (Moda) stated that the "2024 Taiwan Civic-tech Experimental Field," which aims to encourage collaboration between local governments, digital citizens, and talents through public-private partnerships to enhance digital services, has successfully matched the Taoyuan City Government and the Taitung County Government with civic groups. Moda will finalize plans for the "Cross-Border Civic-tech Experimental Field" in the latter half of the year, facilitating global partnerships or voluntary participation next year. This initiative aims to showcase Taiwan's innovative environment, integrating technological development, democratic values, and social impact.

Moda highlighted that following the team selection procedure, they matched the Taoyuan City Government with the "Seeding Tech Squad," composed of citizens from Tainan and the United States, to build the "Early Intervention Interdisciplinary Assessment Clinic Online Reservation and Inquiry System." The Taitung County Government was also matched with the "Low-Carbon Slow Food Lunch Box" team from Chung Yuan Christian University's Master Program to develop the "Carbon Emission Calculation Tool for Low-Carbon Meals."

The Taoyuan City Government’s Department of Women and Children Development explained that the number of children with developmental delays has increased following the pandemic. To capitalize on the critical treatment window from ages 0 to 6, they are collaborating with Moda and civic groups to introduce digital technology and streamline processes. Their goals include offering comprehensive public guidance and establishing a platform to enhance services for screening, reporting, and organizing interdisciplinary assessments and therapies.

The Taitung County Government’s International Development and Planning Department aims to cultivate local low-carbon industries through innovative tools, setting a national standard for a low-carbon dining industry chain. Recently, Taitung County has prioritized the "slow economy" approach, establishing a sustainable, low-carbon city and industry conducive to tourism, slow living, and livability. Working with Moda and the civic group, the project focuses on designing carbon emission standards for food ingredients and implementing carbon tracking from production to the dining table. This effort aims to promote "slow food restaurant" certification and organic, eco-friendly agriculture.

Moda emphasized President Lai Ching-te's commitment to fostering collaboration between the civic tech community and industries through "open source sharing," aiming to boost industrial development and talent cultivation in Taiwan. Consequently, in adherence to Taiwan's public code policy, outcomes from the "Taiwan Civic-tech Experimental Field" are set to be published on Moda's public code platform (https://code.gov.tw/) in September. These outcomes will be available for review and utilization by the public, industries, and other government agencies.

Since 2023, Moda has established the "Taiwan Civic-tech Experimental Field," inviting civic tech community groups and local governments to collaborate on developing digital public services and conducting practical experiments. This initiative aims to harness public digital capabilities to accelerate innovative government advancements and broaden digital participation through public-private partnerships.
